Cosmetic Products Notification Portal (CPNP) launched for the Implementation of the European Cosmetics Regulation

On 11 January 2012 the European Commission's Directorate General for Health and Consumers (DG SANCO) announced on its website that the Cosmetic Products Notification Portal (CPNP) has been launched. The new CPNP is an online notification system developed as stipulated by Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products (Cosmetics Regulation).

The database is intended for the cosmetic industry to notify information about cosmetic products they are placed on the European market. Part of this information will be made available to EU Member States Competent Authorities for market surveillance, market analysis, evaluation and consumer information, as well as to European poison centers for medical treatment in case of poisoning. Furthermore the database was made available on 11 January 2012 to Competent Authorities, European Poison Centers and cosmetic products responsible persons. It will become accessible to distributors of cosmetic products on 11 July 2013. Its use will become mandatory as of 11 July 2013 when the Cosmetics Regulation enters into force.

Further Information: The Cosmetics Regulation requires no pre-market registration of a cosmetic product in Europe. However, completion of a pre-market notification of a cosmetic product is mandatory for any cosmetic product per the Regulation. Before the CPNP was developed, pre-market notification of all cosmetic products was required to be completed by the authorities and poison centers of individual EU states according to their national provisions. Following the establishment of the CPNP, this is no longer required since it will have to be done via the database. The requirement to submit information to the Portal for cosmetic products holds irrespective of whether the cosmetic products were introduced to the European market for the first time before, during or after the transition period between the Directive and the Regulation on cosmetic products (January 2012 - July 2013).

The information on the presence of nanomaterials in cosmetics, among other pieces of information, will have to be submitted to the new portal. Distinction is made between application dates for notifying to the CPNP new products containing nanomaterials and those already on the market. These are:

Notification of products containing nanomaterials already on the market:

  • 11 January 2013 and no later than 11 July 2013

Notification of products containing nanomaterials that are new products:

  • 6 months before placing on the market

Note: Article 16 of the new Regulation covers nanomaterials in cosmetic products and Article 39 outlines the transitional provisions from the Directive to the Regulation.
